Obtaining a Base Decal

Before entering NS Mayport, you must visit the Pass and Decal Office to obtain decal/temporary base visitor pass.

Documents Needed to Obtain Decal/Temporary Pass

  • Military I.D. Card
  • Drivers License
  • Vehicle Registration
  • Insurance Card

Florida Vehicle Registration

New residents must register their vehicles and obtain Florida license tags within 30 days of establishing legal residency or by the day you begin work in Florida or by the time you register your children in school. Proof of insurance, previous out-of-state title, auto identification number and odometer reading are required. For more information, call 904-630-1916.

You may be able to continue to use the current license plate and driver's license issued by your home state as shown on your Leave and Earnings Statement (LES) on a vehicle titled to a military person or family member. Lease vehicles or vehicles titled to other persons must be retitled and registered in Florida.

Tags Only -- Those vehicles titled to military or family members on orders to a Florida base and with an LES showing a state other than Florida, may be registered in Florida at a Military Discount Rate. Documents required to be presented by registered owner are:

  • Title or copy of title
  • Florida insurance (except motorcycles)
  • Vehicle itself for VIN and Odometer verification
  • Orders to a Florida base
  • Leave & Earnings Statement
  • Military ID

Title and Tags -- Military people who are or will be Florida residents and others who are not qualified for the Registration Only tags must apply for a Florida title and register their vehicles with regular Florida tags. Documents required to be presented by registered owner:

  • Actual title. If a lien holder has your title, bring current registration and payment book or finance agreement to Tax Collector's Office. They will write to obtain the title.

  • Florida insurance (except motorcycles)
  • Vehicle itself for VIN and Odometer verification
  • Personal photo ID

Florida Motor Vehicle Insurance Laws

Both the Financial Responsibility Law and the No-Fault Law require insurance coverage. Minimum coverage required is $10,000 bodily injury liability, $20,000 bodily injury to two or more persons, $10,000 property damage liability, or $30,000 combined single limits.

To protect yourself and others, carry liability insurance on any vehicle you own or drive, including motorcycles. The vehicle must be insured at the time the vehicle is registered in your name, even if the car is inoperable or in storage. If you cancel your insurance, you must surrender your tag and registration to the nearest driver's license office.

Florida Driver's License

If you have an out-of-state license, and it has not expired beyond 30 days, you may be able to convert your license without taking a written or road test. Active duty personnel may drive in Florida without  a Florida driver's license if you hold a valid driver's license from your home state. A Florida driver's license is required of any driver who becomes a resident of Florida, is employed in Florida or registers a child in a Florida public school. Licenses must be obtained within 30 days.

You will need to have a vision screening whether or not you have a valid license from another state. Please call your local driver license office and schedule an appointment. The cost of a new license costs is $20 and is valid for six years. License Renewal Fee is $15.

Drivers must be at least 16 years old to qualify for a driver's license and 15 to get a restricted learner's permit.

Sales Tax Information for the Motor Vehicle

If the motor vehicle was purchased six months or more prior to the time it was brought into this state, it is not subject to the six percent Florida sales or use tax or local discretionary sales surtax. Documentary evidence must be shown that the motor vehicle or mobile home was used for six months or more in such jurisdiction. 
If the motor vehicle was purchased and used less than six months in another state, territory of the United States or the District of Columbia, the full amount of the six percent Florida sales or use tax and local discretionary sales surtax is required to be paid before title and license plate can be issued by the department. 
However, a credit is allowed for a like tax paid in another state, territory of the United States or the District of Columbia, against the amount of Florida sales or use tax and local discretionary sales surtax. For credit allowed, ONE of the following would apply:

  • If the credit is equal to or greater than the amount imposed by this state, no additional tax is due.
  • If the credit is less than the amount imposed by this state, only the difference between the two would be due.

Seat Belts/Child Restraints

Occupants of all motor vehicles operating on base and in the state of Florida are required to wear safety
belts. Gate sentries are authorized and directed to inform personnel of this requirement prior to allowing entry to the base. Station police are authorized to issue traffic citations for violations.

Seat belts are required of drivers and front seat passengers. Child restraints are required for children under 5, and seat belts are required for children 16 and under who are more than 55 inches tall. Children may not be left unsupervised in a car. Children's car seats are available for loan for up to nine months through the Red Cross at 904-270-5241 or DSN 312-270-5241.
