Legal Services
The Fort Bliss Office of the Staff Judge Advocate provides timely, accurate legal advice, service, and support for the command and staff of Fort Bliss. In addition, the Office provides legal services and preliminary legal advice to active-duty and retired soldiers, their family members, and other individuals entitled to receive legal assistance at Fort Bliss and its surrounding area.

HOURS: Monday, Tuesday, Wednesday, Friday: 9:00 a.m. - 11:45 a.m., 1:00 p.m. - 4:20 p.m. / Thursday: 1:00 p.m. - 3:30 p.m. (Lunch 11:45 a.m. - 1:00 p.m.)

Legal Assistance Services
Our attorneys have a wide range of knowledge and will better assist you having more knowledge of the pertinent facts of your issue/case. When calling for an appointment, provide us with a brief description of your issue/case. Also, have in hand last four of your SSN; along with spouse last four SSN if it is Family Law-type case.
Those with appointments have priority.
Call 915-568-7141/6513 to make an appointment. Appointments are made one week in advance, and there are no walk-ins. If you cannot make your appointment, please call at 24 hours in advance to cancel so that we can assist other clients.
Emergencies, please speak with NCOIC or OIC.
Please arrive at least 10 minutes prior to your appointment to fill out a client card. If late you could be listed as a "No Show".
Wills
Wills are done on Tuesdays only. Initial in-take is done Tuesday mornings, and the finalization is done Tuesday afternoons one week later. If both spouses are making wills then they both will need to be present and they will need their own individual appointments (although they can request to see the same attorney).
Powers Of Attorney
Usually are performed on a daily walk-in basis, with possible delay due to a lack of Notaries, and will fall behind those clients who already have an appointment. If a SPOA is being done for a vehicle or a home, information such as such as VIN or legal property description (found on title or deed) is required to complete the form. Be aware that not all businesses or organizations will honor the POAs. Therefore, it is recommended that you check with your financial institution or place you plan on using the POA for their acceptance.
Divorce
An appointment is required for a consultation with an attorney. If a spouse has been seen for the same reason, a conflict arises and the second person will not be able to be seen at this office and will be referred to White Sands Missile Range Legal Office.
Information
Handouts and Factsheets are available in the waiting room of Building 113, 1st floor, Pershing Road. Advice will not be given over the phone due to not being able to ascertain your identity and eligibility for services. Unfortunately, we are not staffed or equipped to provide any "call-backs". You can use our reference of elpasobar.com with civilian attorneys that are in good standing.

Tax Assistance: Free Tax Return Preparation Electronic Filing, From late January - mid April yearly
Adverse Administrative Actions: OER/EER Appeals Civilian Criminal Matters (Advice Only), Rebuttals to Reports of Survey Soldier Readiness Processing, Appeals to Reports of Survey, Line of Duty Responses, Suspension of Security Clearance, Notarization of Documents (including power of attorney).
Limitations on Services: The office does not provide assistance in the following areas--Military Justice Matters, Private Business Activities of the Client, Litigation/Claims for or against the U.S. Employment Matters, Providing an Agency Position on any standard of conduct issue.
