Public School - Introduction 

There are no DoDDS schools at NAS Whiting Field or any nearby installation.

Santa Rosa has 18 elementary schools, 8 middle schools and 6 high schools, there are also several private/parochial schools in the area. Milton also has one vocational/technical school. There is no DODDS school on NAS Whiting Field.  The current high school drop-out rate is less than 2% in 2005. Scores for high school students fall into the 70 percentile.

NAS Whiting Field has a School Liaison Officer (SLO) to assist transitioning families with issues that may arise from transfers.  They also have information about homeschooling and anything dealing with the military and the education of your child.  For more information call, 850-665-6105.

Registration Requirements

Age requirements for Santa Rosa schools are as follows:

 

  • Kindergarten: The child must be at least 5 on or before 1 September
  • First Grade: The child must be at least 6 on or before 1 September

New students must provide birth certificates and immunization records for entry into kindergarten or for a transfer. Immunization requirements to enter school are:

  • 3 DPT or DT (Diphtheria-Whooping Cough-Tetanus)
  • 3 Oral Polio (Trivalent OTPV)
  • 2 MMR (Measles, Mumps, Rubella) 

Records from previous school must be delivered prior to the student being enrolled, in the current year.

School Boundaries

School boundaries have been carefully defined to adhere to specific requirements. Transfers to other than assigned schools may be requested, but each request must be weighed for compliance to variables such as class size. The Housing Referral office has a map which shows the school boundaries.

Meals -- Student meals will contain adequate calories and a variety of foods to support growth, development, and healthy weight.

  • Our nutrition standard will be based on the Dietary Guidelines for Americans and the Food Guide Pyramid.
  • Student preferences and input will be considered in menu planning, since foods must be eaten to provide adequate nutrients.
  • Staff development opportunities will be provided for school food and nutrition managers and staff.
  • Purchasing practices will ensure the use of high quality ingredients and prepared products to maximize acceptance.
  • We will support Nutrition Education through the food services department.

Exceptional Children Program (From Birth to age 3) -- Early Childhood Certified Teachers visit in the home weekly to work with the parent and child on developmental skills. The teacher comes to the home with toys, lesson plans, and follow-up activities for the parent. She will spend an hour working with the parent and child.

Children who qualify for Part C services as Developmentally Delayed or Established Conditions by Early Steps are recommended for Early Intervention services on their Individual Family Support Plan (IFSP). When the child is recommended for services, Santa Rosa District School implements the services at no cost to the parent, insurance or Medicaid.

Teacher will also assist with the transition from the Birth to Three Years of age program to a school-based program when the child is three years old.

Exceptional Children Program (Age 3-5) -- Santa Rosa District Schools serve children from 3 years of age to 5 years of age by September 1 in a full day school based program. Classroom environments are varying exceptionality with 10 - 12  children, teacher and teacher assistant. These classrooms serve children with all disabilities including Developmental Delay. These classrooms are located in the school zone in which the child lives. We have programs at Jay Elementary, Jackson Pre K Center, Dixon Primary, Oriole Beach Elementary, Bagdad Elementary, East Milton Elementary, and West Navarre Intermediate.  The curriculums used in all of the PreK Disabilities classrooms are Scholastic's Building Language for Literacy and LeapFrogs - Ready, Set, Leap Program. We have children who receive services while in the Head Start and Voluntary PK classes. We also serve a large number of children who require speech only those are served by parents bringing their child for therapy to their elementary school or Jackson Pre K Center.

In order to qualify for services a child must have been in the Early Steps Program for Birth to Three Year Olds, or have been referred by Child Find, or by a school based referral committee, and found to meet eligibility criteria in accordance with State Board Rule.

Head Start - County wide registration takes place yearly. Ongoing registration for Head Start occurs daily in the ERSEA office located at the T. R. Jackson Pre-K School.

A child must be three (3) years old on or before September 1 of the current year. Priority will be given to those students who are four (4) years of age on or before September 1 of the current year.

Eligibility is based on: Income, Age, and Residence. Families must meet the federal or state income guidelines to be eligible.

Children with special needs/disabilities are welcomed.

Pre K Grade Assessment

Currently, the educational screening tool used is the ACUSCREEN. The ACUSCREEN identifies instructional objectives concerning the child's level of development and performance that is needed to guide the growth of the child. The ACUSCREEN is administered to all Head Start students within the first 45 days of their entry into the program. Once strengths and weaknesses have been identified and discussed with the parent or guardian during the first home visit, Classroom Individual Plans are developed that will enrich strengths and develop areas of weaknesses. We are using Galileo Electronic Management System as our ongoing student assessment. Teachers begin setting baselines in each of the 8 areas/domains (Social/Emotional, Language/Literacy, Early Math, Nature and Science, Approaches to Learning, Fine and Gross Motor, Physical Health Development {Practices}, and Creative Arts) at the beginning of the school year. Results are shared with parents three times a year. Individual lessons are planned for each student depending on their needs throughout the school year.

Elementary Grade Assessment

Students in the Santa Rosa School District are assessed by their teachers as they participate in the daily classroom instructional program. Teachers use a variety of methods to assess the progress of their students.  

Report Cards

Kindergarten students receive progress reports every twelve weeks. Teachers assess each child in the areas of Language Arts, Letters and Sounds, Mathematics, Science, Social Studies, Social Development, Work Habits, Motor Development and Creative Development. Grade codes for kindergarten are E = excellent, S = satisfactory, N = Not mastered, O = Items circled indicate mastery, Blank = Not introduced/not assessed at this time.

Teachers report on the progress of students in first and second grades each nine weeks on a Santa Rosa School District Student Progress Report (report card) that is sent to the parent or guardian of each child. A grade is assigned each nine weeks in the core curriculum areas of reading, language, writing, spelling, mathematics, science/health/ safety, and social studies.  In addition, students receive a grade in the resource areas of handwriting, music, art, and physical education. Conduct is also graded. The grading scale is E = excellent, S = satisfactory, U = unsatisfactory, N = needs improvement, and I = incomplete.

In grades 3-6, students receive number grades in the core curriculum: 90-100 = A, 80-89 = B, 70-79 = C, 60-69 = D, and 0-59 = F. Grade codes for the resource areas of handwriting, music, art, and physical education are E,S,N,U,or I.

When parents or guardians sign the child's progress report they may indicate that a conference with the teacher is requested. Parents are encouraged to meet with the teacher on a regular basis.

Student Promotion/Retention

Promotion of students from one grade to the next in the Santa Rosa School District is based upon the careful evaluation of each student's achievement in terms of appropriate goals for the child. Every effort is made to assure that students develop sufficient skills and behaviors for success in school.

Students must demonstrate proficiency in the core subject areas. Any student not meeting the expected levels of performance for the grade level will receive diagnostic assessments to determine the nature of the difficulty and the areas of academic need.

A Progress Monitoring Plan (PMP) will be developed and implemented for students identified as needing intensive remediation. If a student is not remediated he/she may be retained.

Retention does not mean that a child has "failed". The purpose of retention is to give children who have substantial academic deficiencies more time and more intensive instruction necessary to become proficient in the core subject areas.

FCAT

Students are assessed annually using Florida's state-wide assessment referred to as FCAT. Students in grades 3 thru 10 take the FCAT-SSS which is a criterion-referenced test on the Sunshine State Standards on which our curriculum is based and the FCAT-NRT which is a norm-referenced test. Both of the segments cover the areas of reading and math. Students in grades 5, 8 and 11 are also given FCAT-SSS on the area of science. In addition, the students in grades 4, 8 and 10 take FCAT Writing which is a segment of the state's assessment that tests the student's writing skills.

Even though the preparation for FCAT testing is done throughout the school year by the curriculum that is taught based on the Sunshine State Standards, often there are extra FCAT preparation materials and activities that are available as well. Ask your child's teacher about how to access FCAT Explorer on your home computer for extra practice for your child.

10th Grade Requirements

Students who expect to graduate from high school must earn passing scores on the Reading and Mathematics portion of the Grade 10 FCAT. After Grade 10, there will be additional opportunities to retake the test and earn passing scores. Passing scores for the Grade 10 FCAT are 1926 (scale score of 300) or above for the Reading test and 1889 (scale score of 300) or above for the Mathematics test.
