Registration & Licensing Requirements

Kansas State law requires you to have sufficient liability insurance and a valid driver’s license in order to operate a vehicle. The term “vehicle” generally includes automobiles, motorcycles, vans, trailers and boats regularly parked or garaged overnight. Further, your vehicle must be properly registered. Even though you are in the Military, you may be required to register your vehicle in-state and obtain an in-state license within a few months of moving. State Laws

You and your passengers must always wear seatbelts while driving, you will be ticketed and issued heavy fines if seatbelts are not secured. State law requires that all children under 7 years of age, 80 pounds and 57" in height be properly restrained in child seats.  Some states also require younger, smaller children to sit in the back seat.

Motorcycles and their operators are subject to special laws. If you own and operate a motorcycle, you must comply with those laws. Visit the State Department of Motor Vehicles website for more information.

Many States and local jurisdictions have strict laws about the use of cell phones and other digital devices while driving. Research these laws on the State Department of Motor Vehicles website. Tickets will be issued and fines assessed for violating these laws. Play it safe and always use a “hands free” device if you must use a cell phone or other PDA while driving. Hands-free devices must be used while operating a motor vehicle on ALL military installations worldwide.

Kansas Vehicle Registration

Military members may maintain a driver's license in the state of their legal residence or obtain a Kansas Driver's License. If you register your car in Kansas you must obtain a Kansas Driver's license.

You must apply in person at one of four local vehicle tag offices to purchase your license plate (tag). If you intend to register the vehicle jointly with another person (listing it as Jane and John Doe), then all persons listed as owners must be present to sign and complete the title applications; otherwise, you must provide a notarized power of attorney from the other owners you wish to list.

All tag offices are full service operations where title work, registration renewals, handicapped placards/tags, stolen tag/decals replacement, and refund applications are available.

If you are a new resident of Kansas and plan to register your vehicle(s), you must register them within 90 days to avoid penalties. Failure to register promptly could lead to fines up to $2,500.

To register any automobile or truck under 12,000 pounds GVW or a motorcycle in Kansas, you must bring the following documents with you to any Vehicle Tag Office:

  1. The name of your vehicle insurance company and the policy number---Kansas law requires that you carry no-fault liability insurance on any vehicle except a motorized bicycle.
  2. Out-of-state---If you are a new resident who is registering a vehicle that you brought into Kansas from another state, you must present a valid vehicle title from that state upon application for Kansas title. If you are moving from a title-holding state where the lien holder has possession of the vehicle title during the term of the loan, present a valid vehicle registration from the former state and the name of our lender and their current mailing address, including zip code. The Kansas Department of Motor Vehicles will write your lender to request your title and will notify you by mail on how to proceed with inspection.
  3. A Kansas Highway Patrol (KHP) inspection slip (MVE-1) is required if the vehicle is used and has out-of-state title (not M.S.O.). The inspection verifies that your vehicle's identification number has been checked to make sure the vehicle is not stolen. This state-required inspection requires payment of a $10 fee, cash only.
  4. Non-Resident military personnel who register their vehicles in Sedgwick County must furnish a signed military affidavit at the time of each registration or renewal to qualify for the military tax exemption. Failure to provide such affidavit at the time of registration will require full payment of personal property taxes and any refund will be forfeited. Base Decals

Base decals are no longer required at McConnell AFB, a 100% ID check is accomplished and negates the need for the decal. However, if you wish to display one on your windshield it must be kept current. A decal can be obtained at the Visitor Center located adjacent to the Main Gate off of Rock Road. A drivers license, vehicle registration and proof of insurance is required.

Kansas Driver's License

Non-resident Active Duty Personnel in Kansas

If you are active duty military on assignment in Kansas, you and your dependants are not required to change your driver's licenses or motor vehicle registrations over to Kansas and away from your home of record. As long as you are on active duty, you will not be considered Kansas residents in matters related to motor vehicle driver's licenses or vehicle registrations.

Kansas Resident Active Duty Military Personnel

If you are a resident of Kansas and are on active duty in the military outside of Kansas, you may renew your driver's license by mail. Download the Kansas Renewal, Extension or Replacement form, complete the applicable entries and send it, along with a check in the amount of $18 and a copy of your military ID card to: Kansas DMV, P.O. Box 2188Topeka, KS 66612.

Driver's License Renewals, Kansas Resident Military Dependents

If you are the dependent of an active duty member of the military, and need to renew your Kansas driver's license while stationed out of state, you will need to download and print the Kansas Renewal, Extension or Replacement form, complete the applicable sections, and mail it, along with a copy of your military dependant ID card to: Kansas DMV, P.O. Box 2188 Topeka, KS 66612. You will then receive a driver's license renewal packet in the mail.

Motor Vehicle Registrations, Kansas Resident Active Duty and Dependants

If you are stationed outside of Kansas and need to renew your vehicle's registration, you may either renew online or by using a touch-tone telephone by calling Call 1-866-4KS-TAGS (457-8247).

You are not required to pay the property tax on a vehicle registration as long as the active duty member's name is listed on the title.

Specialty License Plates for Military

Kansas has a number of specialty license plates for active and retired military personnel. Here is a list of the plates currently available:
