In-processing Procedures
All Soldiers (less USAWC Students) must first report to their gaining unit for command and control purposes and to acknowledge their arrival at Carlisle Barracks. Soldier will then immediately go to the Military Personnel Services Division (MPSD), Room 133, Building 46 Anne Ely Hall to be arrived to the installation and receive a personalized Installation In-processing Checklist.
Soldier will turn in their PCS leave form to the in-processing technician and be arrived to the installation. The leave form will be returned to the Soldier for the purpose of in-processing the Military Pay section. If a Soldier requires permissive TDY for house hunting purposes this action must be processed and approved through the Soldier’s unit Personnel Administrative Center (PAC). The Soldier will then be arrived to his gaining UIC in eMILPO by MPSD; the actual in-processing procedure may begin when the Soldier signs back in off of his/her permissive TDY.
If a Soldier arrives at the installation during non-duty hours and requires assistance they must contact the Carlisle Barracks Police Station Duty Officer at 717-245-4342/4115, Building 400. The Duty Officer will provide the Soldier with the contact number for the Unit Cdr/1SG so they can get billeting (E6 and below) or any other assistance needed. The Soldier is responsible to report to MPSD the next duty day to begin Installation In-processing.
During the automated in-processing procedure beginning on the Soldier’s first duty day, they will be entered into the system and given a personalized in-processing checklist which is to be completed within five duty days. This checklist will include all mandatory stations, complete with locations; the Soldier is required to physically in-process. The checklist must be signed off by the responsible agency representative.
While the Soldier is at MPSD, his/her assigned Records Technician will conduct a one-on-one records audit, review and update his/her DD Form 93 and SGLI submitting any required changes to his/her ERB/ORB via current military personnel systems. All updates are required by regulation to be completed with three days. The DA Form 5123 will be used to account for all documents/forms accompanying the Soldier from the previous duty station.
Soldiers are required to in-process the DEERS/RAPIDS workstation, Rm 135, Bldg 46 to update personal/Family information during their initial first duty day visit to MPSD.
Upon receiving the personalized Installation In-processing Checklist the Soldier must visit each section designated mandatory on the checklist, obtaining the required signatures. The Soldier must return to MPSD with the completed checklist for a final accounting. The Soldier has a maximum of five duty days to complete this procedure. The original in-processing checklist will be returned to the Soldier; he/she will in turn submit the completed checklist to his/her S1/PAC to be filed in the Soldier’s Personnel Readiness file IAW AR 25-400-2.
Centralized In-processing for USAWC Students will continue to be controlled and coordinated by HRD S1/PAC from the Army War College.

Army War College Students
Upon your arrival, all military personnel immediately check-in with Human Resources Directorate (HRD). You will be provided an inprocessing checklist and additional inprocessing instructions. Army War College students will receive appointments and participate in Centralized Inprocessing at Collins Hall, Bldg 650. If you respond to the following items as listed, you and your Family will experience minimal delays upon arrival. Please review this information completely and comply with all suspense dates and requirements.
All arrival should report to Human Resource Division, Building 46, Anne Ely Hall, 2ndfloor, during normal duty hours. All others arriving after duty hours will report to HRD the next duty day between 7:30 a.m. and 4;00 p.m.
Other Services
Members of the following services should call their Senior Service Representative's Office at 717-245-4200, or report to Room C332, Root Hall, 122 Forbes Avenue upon arrival: US Navy, US Air Force, US Marine Corps, and US Coast Guard.

The Relocation Readiness Program focuses on ensuring that support and assistance is available for inbound and outbound military personnel and their Family members. What to do if you get Married Enroute
If you get married before you PCS, you must inform your commander and follow the procedures exactly as you are given them, the military will not pay for travel and housing of your spouse if you do not follow proper procedures.
