Child Care

Child Development Centers (CDC)

Navy Region Northwest Child Development Centers are conveniently located at Naval Station Everett, Naval Base Kitsap Bangor, Naval Base Kitsap Bremerton (Infant & Toddler) and Bremerton in the Jackson Park Housing area, and Naval Air Station Whidbey. Between the four installations, we have the ability to provide care for approximately 604 children.

Following is a breakdown of available child care spaces:

  • Naval Station Everett 152 spaces
  • NBK Bremerton (Infant & Toddler) Center 56 spaces
  • NBK Bremerton (Jackson Park) 332 spaces
  • NBK Bangor 156 spaces
  • NAS Whidbey 114 spaces

Child Development Centers (CDC) offer center based care for children 6 weeks to 5 years of age. Our centers are based on the developmental program model which focuses on play and its importance in a child's learning process. Our centers are also a part of the 7% of programs in the United States accredited by the National Association for the Education
Young Children (NAEYC).

Programs Offered

Care at our centers is primarily geared toward those needing full-time child care, although hourly care is offered on daily space available basis. Reservations can be made up to 30 days in advance.

Naval Base Kitsap has a national award winning Early Childhood Educational program at Naval Base Kitsap Bangor and in the Jackson Park housing area. The Child Development staff have worked hard to earn their Early Childhood Education Certificates and to expand their individual knowledge to work at better serving our military children. Parents can have a break through the Hourly Child Care program. The Navy Child Development Homes (CDH) also offers hourly child care for all eligible military audiences. The program is for children ages 6 weeks to 12 years and you can call 1-888-463-6697. Drop-in care (without reservations) will be available on a space-available basis only.

Respite Care

Respite Care is available on a case-by-case basis with special needs children having priority. For information concerning respite care, please call 360-396-5469.

Lutheran Community Services has a new Exceptional Family Member Respite Care Program for families with category 4 and 5 status. To enroll, please call Child Care Aware at 1-800-424-2246 for authorization.

Costs

Fees for our programs are determined by DODINST 6060 and are based on Total Household Income (THI) and can be found online.

Fees may be paid monthly or on military paydays. Fees are listed per income category. A 20% discount is available for additional children in the same family.

Hourly Care is $4.00 per hour per child. There is no charge for the Youth Programs.

Central Enrollment and Waiting List (CEWL)

The Central Enrollment and Waiting List is a Navy standardized waiting list system that provides fast, efficient and fair service to all patrons.  The CEWL for Navy Region Northwest is maintained by the Child Care Resource and Referral (CCRR) office and ensures that all child care vacancies are tracked, monitored closely and filled quickly. All requests for child care for Naval Base Kitsap will go through the CCRR office. 

The CEWL manages care through a 3 Tier Waiting List System.

Tier 1 is the Projected Demand list that includes children transferring to the area and unborn children.  You will be placed on this list based on 1) Sponsor's priority, 2) Date of Request for Care and 3) Age of child.

Tier 2 is the Excess Demand list which includes all children who currently need care and are awaiting placement within the CYP.  This list is organized by 1) Sponsor's priority, 2) Date of Request for Care and 3) Age of child.

Tier 3 reflects parents' preference for a specific type of care or location (CDC, Housing Area).  This list is organized based on 1)Type or location of preferred care, 2) Date care was offered and accepted until preferred option is open or date care was declined until the preferred option is open and 3) Age of child.

Priority for care for Tier 1 and Tier 2 is as follows:

  • Priority 1:  Active Duty single parents with custody or dual military Active Duty.
  • Priority 2:  All other Active Duty with a working spouse or full-time student spouse.
  • Priority 3:  Reservists on active duty or inactive duty for training.
  • Priority 4:  DoD civilian personnel.

Registration

Parents place children on the CEWL by completing a DD Form 2606. Department of Defense Child Development Program Request for Care Record, a statement of special needs and a statement of understanding, available at the CDC and CDH programs or the CCRR office.  When CCRR receives the required paperwork, the parent will be contacted and assistance will be given related to the CEWL and our Navy Child Development Programs.

Navy Child Care Resource and Referral

Navy Child Care Resource and Referral provides: Child Care Options and Information, Central Enrollment and Waiting List (CEWL) for NRNW Child Development Programs.

Child Development Homes (CDH) Program

Some individuals find that center based child care is not right for their child(ren). To accommodate those individuals, Navy Region Northwest also offers a Child Development Home (CDH) Program, in which caregivers provide child care services out of their own home.

Our CDH program has over 100 homes throughout the region certified by Navy Child Development to provide childcare for children up to 12 years of age. They provide the same level of high quality care found in our on-base centers, but are often able to offer a little more flexibility in services. Not only are our homes required to meet navy childcare guidelines, many of our homes are also licensed by the State of Washington. CDH providers offer developmental programs and receive training and home visits on a monthly basis. We offer full-time, part-time, drop-in and weekend care.

School Age Care (SAC) Program

For the working parent, having a safe place for your children to go before and after school, provides you with peace of mind to do your job. Our School Age Care (SAC) programs are designed to do just that. These highly structured recreational and educational programs provide youth with age appropriate before and after school activities as well as holiday and summer day camps for youth ages 5 years (and enrolled in kindergarten) - 12 years.

We offer SAC programs in three convenient locations throughout the Navy Region Northwest: Naval Base Kitsap Bremerton and Bangor and Naval Air Station Whidbey. Naval Station Everett offers SAC through a partnership with local YMCAs.Most programs offer extended hour care.
