Child Development Services (CDS)

Child Youth & School Services (CYSS) maintains a variety of programs which meet the developmental and recreational needs of Fort Lee children and youth. Child care services are provided at the Child Development Center(CDC) for children ages 6 weeks through Kindergarten and School Age Services (SAS) for children 1st grade through age 11. In addition, Family Child Care providers offer child care in their on-post homes in a family style environment for children 4 weeks to 11 years.

Child Development Center (CDC)

The Full Day Program offers care for children ages 6 weeks through kindergarten years and is designed to assist parents needing 6 or more hours of daily childcare.

Hourly Care - The hourly care room is open from 8:00 a.m.- 5:00 p.m., Monday through Friday. Reservations may be made up to 30 days in advance and the hourly care room cannot be used more than 3 days per week.

Operating hours are Monday-Friday 5:15 a.m.-6:00 p.m.

Programs Offered 

The CDC offers the following programs for patrons of the Fort Lee community:

 

  • The Full Day Program offers care for children ages 6 weeks through kindergarten years and is designed to assist parents needing 6 or more hours of daily childcare.
  • Hourly Care - The hourly care room is open from 8:00 a.m.- 5:00 p.m., Monday through Friday. Reservations may be made up to 30 days in advance and the hourly care room cannot be used more than 3 days per week.
  • The Part Day Program is available for children 6 weeks-5 years of age not yet attending kindergarten. Children can attend 2, 3, or 5 days per week. Hours of operation are 8:30-11:30 and 12:30-3:30 p.m.

 

Enrollment

Children enrolled in the CDC must be a family member of active duty military personnel, DoD civilian or DoD contractor and registered through the Child Youth and School Service (CYSS) registration office located in building 10612. Registration fee is now waived.

Respite Care

CYSS provides respite care for children of deployed Soldiers, unaccompanied tour, TDY (90-179 days). Rear Detachment Cadres', Warrior Transition Unit and Fallen Warriors. Special respite care setting s or special center openings for respite care are also offered. For more information, contact 804-765-3851.

Special needs respite care is available thru EFMP program. Each certified special need child can receive up to 40 hours respite care per month. For more information, contact 804-734-6393/7965.

Costs

Full day and part day fees are based on total family income. Parents must provide pay statements for both working parents. Military parents must include their BAS and BAH (BAH equivalent if living on post) and any special duty pay. There is a second child discount for children enrolled in full day programs for the same family.

Waiting List

Due to a high demand for care, you may be placed on a wait list. Your position on the wait list depends on many factors that are at the discretion of the installation and may include your husband's military status, the date you apply, deployment and your employment. If these factors change while you are on the wait list, your position will be changed accordingly, so it is important that you keep your information up-to-date. To place your name on the Fort Lee Waiting List for child care call 804-765-3852/3196. 

To apply for child care, fill out DD Form 2652, Application for Department of Defense Child Care Fees and DD Form 2606, the Department of Defense Child Development Program Request for Care Record and return them to the Resource and Referral (R&R) office at your installation.

Child care is not an entitlement, and fees are income-based. Fees throughout the child development system of care fall into fee ranges set by DoD.

A waiting list is maintained for most child care programs and it is strongly advised for parents to place thier child's name on the list as soon as possible.  Parents who are PCSing to Fort Lee or expectant mothers are strongly encouraged to place their child's name on the "Future Need" waiting list upon receipt of orders to Fort Lee or confirmation of pregancy.  You can do this by calling 804-765-3852/3196.

Family Child Care (FCC)

The FCC program is designed to meet the childcare needs of parents who prefer a small group setting in a home environment. FCC homes offer a variety of childcare needs (i.e., flexible hours, before and after school, full day, hourly, extended hours and overnight care.)

The FCC program provides initial and on-going training and certification for all providers. To ensure high standards and regulatory compliance, all FCC homes are inspected and monitored by Fire, Safety, Community Health and FCC professional staff.

School-age Services (SAS)

DoD School-Age Services (SAS) programs are offered for children, Kindergarten to 12 years of age before and/or after school, during holidays, and summer vacations. Emphasis is placed on SAS programs which meet community needs, reinforce family values, and promote the cognitive, social, emotional, and physical development of children. SAS may be provided in DoD Youth Centers, Child Development Centers or other suitable facilities. To expand school-age care spaces, DoD policy encourages use of youth centers; on-and off-base schools, and other suitable facilities such as community centers. Accreditation of DoD SAS programs is a requirement. Accreditation sets the professional standards for after school programs and helps families identify high-quality programs.

Total Army Strong Child & Youth Services Support Initiatives

A. Families of Deployed Soldiers are eligible for the following (starting 30 days prior to deployment and ending 90 days after return):

  • 16 hours per month/child of Deployment Respite Care 
  • $2.00 per child/hour of for any hourly care beyond the free respite care hours
  • 20% reduction in fees for regularly scheduled full or part day care for employed (or full time student) spouse, custodial parents, guardians of child of deployed OEF/OIF Soldiers/DoD Civilians.
  • up to $300 of free SKIES Instructional classes per child/youth
  • up to $100 of team sports per child/youth

B. TCS, PCS (Unaccompanied Tour), TDY 90-179 days are eligible for the following:

  • 16 hours of free Respite Care per child/month during designated eligible period
  • $2.00 per child/hour of for any hourly care beyond the free respite care hours
  • up to $150 of free SKIES Instructional classes per child/youth
  • up to $50 of team sports per child/youth
    • 5 hours of free Respite Care per child/month during designated support period
    • $2.00 per child/hour of for any hourly care beyond the free respite care hours
    • up to $150 of free SKIES Instructional classes per child/youth
    • up to $50 of team sports per child/youth
    • 16 hours of free Respite Care per child/month 
    • $2.00 per child/hour of for any hourly care beyond the free respite care hours
    • up to $300 of free SKIES Instructional classes per child/youth
    • up to $100 of team sports per child/youth
    • Category 1 fees for Regularly Scheduled Full Day/Part Day Care
    • 40 additional hours free hourly care per child for immediate family of deceased (Valid from notification to 4 weeks after burial)
    • 16 hours of free Respite Care per child/month during designated eligible period
    • $2.00 per child/hour of for any hourly care beyond the free respite care hours
    • unlimited free hourly care for medical appointments (except Spouse geographically separated and WT child with custodian)
    • up to $300 of free SKIES Instructional classes per child/youth
    • up to $100 of team sports per child/youth
    • Category 1 fees for Regularly Scheduled Full Day/Part Day Care
    • 5 hours of free Respite Care per child/month during designated eligible period
    • $2.00 per child/hour of for any hourly care beyond the free respite care hours
    • unlimited free hourly care for medical appointments (except Spouse geographically separated and WT child with custodian)
    • up to $150 of free SKIES Instructional classes per child/youth
    • up to $50 of team sports per child/youth
